Decisions to contain a pandemic must be made promptly and under great uncertainty. Even though the federal and state governments set the framework, many of the measures must be implemented at the local level. Thus, local crisis management with implementation regulations, monitoring of compliance with measures plays a crucial role and must balance competing demands of the local health system, social systems, economy, infrastructure and supply health of the population.
In the project “AScore”, the integration of smart cities and agent-based social simulation improves the information situation of crisis management in such a way that decision-relevant information is available in a processed form. Through the collected information, the simulation model is also able to make forecasts regarding the occurrence of infections in certain scenarios. The current project „AKRIMA“ takes up this approach and aims at strengthening the crisis resilience of critical infrastructures, logistics chains as well as authorities and organizations with security tasks by simulation-based improvement of crisis response mechanisms.
Effective crisis management requires the preservation of stability and the ability to act of large parts of the overall social system. This requires flexible, timely and appropriate responses to changing (crisis) situations. The Covid19 pandemic, as well as recent extreme weather situations, showed that the constant adaptation which is crucial for this is a considerable challenge for most actors. Tools designed for crisis situations, such as pandemic plans, did not have the necessary impact - more effective solutions are needed to protect lives and assets and save resources. Major emergencies such as those in the districts of Euskirchen and Ahrweiler will increase.
To be prepared for such emergencies, existing knowledge and best practices from all levels of crisis management must be documented and made available. With the help of AI, this information can be processed in such a way that the relevant actors receive significant support in the event of a crisis. This ranges from simple documentation to simulation-based training scenarios and courses.
